Zhongnan University of Economics and Law (Seal) December 2, 2015 By the Office of Zhongnan University of Economics and LawIssued on December 2, 2015 The Implementation Measures of Zhongnan University of Economics and Law for International Postgraduates Training and Academic Degree Management Article 1 In order to meet the needs of the international development of education in Zhongnan University of Economics and Law (ZUEL), to standardize the management of foreign students training, and to improve the quality of international postgraduates training, the Implementation Measures of Zhongnan University of Economics and Law for International Postgraduates Training and Academic Degree Management (hereinafter referred as "the Measures") are hereby developed in accordance with Administrative Rules on the Acceptance of Foreign Students by Colleges and Universities (No. 9 Decree of the Ministry of Education, the Ministry of Foreign Affairs, and the Ministry of Public Security [January 31st of 2000]), the Degree Awarding Measures of Zhongnan University of Economics and Law (Z.N.D.X.W.Z. [2010] No.15), and other relevant documents, along with the consideration of the actual situation of international postgraduates training in Zhongnan University of Economics and Law. Article 2 International postgraduates in the Measures refer to foreign citizens who hold foreign passports and enroll and receive postgraduate education at ZUEL. Article 3 Courses for international postgraduates are delivered either in Chinese or in English. International postgraduates include Doctoral Degree candidates and Master's Degree candidates. They are either self-financed students, or government or ZUEL scholarship receivers. Article 4 International postgraduates training should be managed in accordance with the Measures and in a way similar to the management of the Chinese postgraduates training. Training, degree thesis, thesis defense, and degree awarding should comply with the rules and regulations of the training and management of graduate students at ZUEL. Article 5 Enrollment (1) The enrollment of international postgraduates at ZUEL is managed by the International Education School of ZUEL. (2) Only qualified postgraduate education providers can receive and train international postgraduates. The postgraduate education providers should develop training programs and plans for corresponding courses delivered either in Chinese or in English. After the courses and the qualification of teachers for relevant training programs are approved by the International Education School, the training programs should be submitted by each postgraduate education provider to its corresponding graduate school for review and approval before international postgraduates can be enrolled in corresponding classes. The newly developed training programs for international postgraduates should be submitted for approval before May every year. (3) International applicants for postgraduate study should meet the corresponding language requirements. For international postgraduates who apply for the courses delivered in Chinese, they can directly study the courses if their HSK (Level IV) results are higher than 180; otherwise, they should first study the Chinese language for a year. For the international postgraduates who apply for the courses delivered in English, they can directly study the courses if their English reaches the level required by China or ZUEL. (4) International applicants should submit application materials to the relevant enrollment management organizations based on their categories. The International Education School will make a table for enrollment countersigning based on the application materials. The relevant schools will decide whether an applicant should be admitted or not based on his/her academic experience, professional background, language competence, and other factors. The admissions are subject to the signing of relevant tutors and schools. The International Education School will report the admissions to relevant organizations for approval based on the categories of applicants and enter the data of final admissions into ZUEL's postgraduate education management system in an accurate, standard manner. Article 6 Length of schooling and study period (1) In general, the length of schooling of international Master's Degree candidates is 3 years; the length of schooling of international Master's Degree candidates who apply for courses delivered in English is 2 years; the study period of international Master's Degree candidates is 4 years at most. In general, the length of schooling of international Doctoral Degree candidates is 3 years; the study period of international Doctoral Degree candidates is 6 years at most. The Chinese language study period is not included in the length of schooling. (2) International postgraduates who fail to complete the training program within the specified length of schooling can apply for an extension of their study period. Among these international postgraduates, the self-financed students can properly extend their study period on the condition that their application for an extension of their study period is approved by their schools and countersigned by both the graduate school and the International Education School. The government scholarship receivers can extend their study period for a year on the condition that their application for an extension of their study period is approved by their schools, countersigned by the graduate school and the International Education School, and eventually approved by China Scholarship Council; those whose application is rejected by ZUEL and China Scholarship Council can apply for an extension of their study period at their own expense, in which case they study at their own expense after ZUEL approves it. Article 7 Degree programs and degrees (1) Curriculum for international postgraduates includes compulsory courses and optional courses. Compulsory courses include general courses, specialized core courses, and specialized courses. General courses include Chinese and Introduction to China, while specialized core courses and specialized courses are determined by different training programs. Optional courses are chosen by international postgraduates. (2) After each postgraduate education provider and graduate school evaluate the performance of international postgraduates in accordance with the training programs for international postgraduates, ZUEL can award degrees to the international postgraduates who meet the relevant requirements. Article 8 Transfer to another major or school (1) Any international postgraduate who needs to transfer to another major must apply for the transfer within two weeks upon the beginning of his/her first academic year. After the school(s) where the postgraduate transfers from his/her current major to another major approves the application, the application should be submitted to the International Education School for approval. After the application is approved by the International Education School, it should be archived at both the graduate school and relevant school. Any postgraduate who needs to take a course delivered in a different language should meet the relevant language requirements. (2) International postgraduates at ZUEL should complete their studies at their respective school. If any postgraduate cannot continue his/her study at ZUEL due to special reasons or difficulties, he/she can apply for transfer to another school. The transfer procedure is as follows: the postgraduate concerned should submit an application for the transfer to his/her school; the school will submit the application to the International Education School for approval. After the application is approved, it will be archived by the graduate school and relevant school. The transfer formalities will then be handled and a related certificate will be provided. (3) Government scholarship students who need to transfer to another major or school must obtain the approval of their embassies and China Scholarship Council before they go through the relevant procedures. Article 9 Course study and examinations (1) Assessment of students' performance in terms of course study is conducted through exams and tests. For compulsory courses, students' performance is assessed through exams; for optional courses, students' performance can be assessed through exams or tests. (2) The performance assessment result for international Masters Degree candidates is composed of grade point average, final examination result, and thesis evaluation result. Of the assessment result, generally, the grade point average accounts for 20%, the final examination result accounts for 50%, and the thesis evaluation result accounts for 30%. Specifically, these percentages can be determined by relevant teachers. (3) The performance assessment result for international Doctoral Degree candidates is composed of grade point average and final examination result. Of the assessment result, generally, the grade point average accounts for 40% and the final examination result accounts for 60%. Specifically, these percentages can be determined by relevant teachers. (4) Since midterm assessment for Doctoral Degree candidates began at ZUEL in 2016, the examination results of international Doctoral Degree candidates have been used as the basis for their midterm assessment. Article 10 Advanced standing (1) If an international Master's Degree candidate has taken a course at another school over the past three years and the examination score in term of the course is 70 or higher, and if the content of the course complies with ZUEL's current training program for postgraduates, the candidate can apply for advanced standing for the course; the total credits of all advanced standing courses should not exceed 30% of the total credits of the major. (2) Any student who needs to apply for advanced standing should do so in person. The application should be approved by the student's tutor and relevant school. After the application is approved, it will be archived by the graduate school. When going through the advanced standing formalities, the student should provide relevant materials, such as school report card and examination paper. Article 11 Academic activities and scientific research (1) Before applying for degree thesis defense, every international Master's Degree candidate should write at least one academic paper or participate in the tutor's research project and write research reports and analysis reports. (2) Before applying for degree thesis defense, every international Doctoral Degree candidate should have at least one academic paper published in the academic journals issued to the public both at home and abroad, and write at least two research reports and academic conference papers. Article 12 Degree (graduation) thesis (1) Each international postgraduate should submit a report of selected thesis topic and the thesis proposals to his/her tutor. After the topic and proposals are approved by the tutor, the postgraduate can begin to write a thesis and submit it to the relevant school for archiving. In principle, the international Master's Degree candidates who study the courses delivered in English should submit relevant reports at the end of the second semester; the international Master's Degree candidates who study the courses delivered in Chinese should submit relevant reports at the end of the fourth semester. The international Doctoral Degree candidates should complete the thesis proposals between the fifth week of the third semester and the tenth week of the fourth semester. After passing the doctoral degree course examinations and general course examinations, the Doctoral Degree candidates should attend the meeting for thesis proposals. Any Doctoral Degree candidate who needs to extend the completion of thesis proposals due to special reasons can extend it for a year on the condition that their application for the extension is approved by their school and archived by the graduate school. The specific time and requirements are subject to the notices given by relevant schools. (2) Degree thesis should indicate that its author has grasped the basic theories of the subject and acquired the knowledge of it. The thesis should systematically and completely present and summarize the research achievements. The number of characters in a Master's Degree thesis should exceed 20,000; and the number of characters in a Doctoral Degree thesis should exceed 80,000. (3) The training plan, thesis proposals, and degree thesis for international postgraduates taking the courses delivered in Chinese should all be written in Chinese. The training plan, thesis proposals, and degree thesis for international postgraduates taking the courses delivered in English should all be written in English, while the thesis title and abstract should be translated into Chinese. (4) The degree theses written by international postgraduates should undergo academic misconduct tests in accordance with relevant regulations. (5) Ten percent of Master's Degree theses in second-level disciplines will be selected to undergo the double-blind review. The Doctoral Degree theses undergoing the double-blind review as a percentage of all Doctoral Degree theses is 100%. The covers of the Doctoral Degree theses undergoing the double-blind review should be marked with "international postgraduates". Article 13 The Measures should be interpreted by the Graduate School and the International Education School; it comes into force starting on the date when it is issued.
